   Central Executive are :
   
   (i)  The council of ministers consists of all types of ministers like the
   cabinet ministers, the deputy ministers and the ministers of the state
   whereas the cabinet is only a small group of 25 senior ministers .
   
   
   (ii)  The council of ministers do not meet frequently whereas the cabinet
   ministers meet as frequently as possible.
   
   
   (iii) The council of ministers can attend only the meetings to which they
   are invited to whereas the cabinet ministers attend the meetings in their
   own right.
